Rules and Regulations for the Air Cargo Centre and Vienna Pharma Handling Centre

1. Purpose & Scope

These Rules and Regulations set out comprehensive and binding rules for all persons in the halls, outdoor areas and operational areas of Flughafen Wien Group/Cargo Handling Services in buildings 262, 263, 265, 270 and 280. They serve to ensure safety, protect health and ensure that cargo handling is carried out properly and in accordance with the law.

The regulations apply to employees, contractors, freight forwarders, drivers, suppliers and visitors – see point 3 for exceptions

2. Access authorisations

  • Access is permitted only with a valid airport ID card and cargo authorisation

  • ID cards must be worn visibly

  • Visitors must register and be accompanied

  • Specific areas such as dangerous goods, cold stores, valuable cargo or the Vienna Pharma Handling Centre have heightened security levels and may only be accessed by authorised personnel

3. Personal Protective Equipment (PPE)

  • In work areas with forklift traffic, the wearing of safety footwear and high-visibility clothing is mandatory for all persons moving independently within this area

  • Minimum requirement for high-visibility vests: EN ISO 20471, Class 1 (Class 2 applies to GB-V)

  • Minimum requirement for safety footwear: S1 – higher minimum requirements apply for GB-V depending on the activity

  • Exceptions apply to:

  • Guided visitor groups – no safety footwear (although this is recommended)

  • People using the Checkpoint Cargo Mitte entrance and proceeding directly to the changing rooms in the basement – no safety footwear or high-visibility vests

  • Damaged PPE must be replaced immediately and reported

  • Staff from public authorities are exempt from this; however, the wearing of personal protective equipment (PPE) is also expressly recommended for them

4. Prohibited items

Carrying or bringing in dangerous items (e.g. weapons, explosive substances, fireworks, corrosive chemicals or other hazardous materials) is strictly prohibited – see notice in Appendix 1A and the notice for service providers

5. General rules of conduct

In particular, the following rules apply in the storage areas mentioned in point 1 and used by Flughafen Wien Group/Cargo Handling Services, as well as in the open areas where forklift trucks are in operation:

  • Alcohol and drugs are strictly prohibited; smoking is permitted only in the designated and clearly marked areas, without exception

  • Hazardous areas may only be entered when necessary

  • Gates and doors must be used for their intended purpose

  • Photography and video recording require authorisation

  • Traffic routes must be kept clear

  • The persons referred to in point 1 must comply with the safety and security instructions issued by cargo staff, in particular those given by the Cargo Manager, the cargo management team and their staff

  • All persons must, without exception, comply with the instructions of officials and airport security staff

  • Escape and emergency routes must be kept clear at all times

6. Safety & Risk Prevention

  • Safety markings and information signs must be observed

  • Footpaths must be used wherever possible

  • Damaged work equipment must be reported immediately

  • Machinery may only be used after receiving instruction

7. Vehicle and forklift traffic

  • Forklift trucks and tow trucks may only be operated by trained, authorised personnel

  • Loads must be transported safely. Parking is only permitted in marked areas

8. Cargo handling & cost regulations

  • Cargo must be handled with care in accordance with air cargo regulations

  • Handling must only be carried out by qualified personnel

  • All procedures and charges are set out in the current cargo handling regulations

9. Environmental and Cleanliness Requirements

  • Cleanliness must be maintained in all areas. Waste must be sorted for disposal

  • Hazardous substances may only be handled in authorised areas

  • Spilled substances must be reported and cleaned up

10. Reporting obligations & emergency procedures

  • Accidents and near-misses must be reported immediately to the line manager

  • The reporting chain – as set out in the notice and training – must be followed

  • First-aid equipment and fire-extinguishing agents may only be used by trained personnel

11. Specific house rules for the Vienna Pharma Handling Centre (VPHC)

  • The Vienna Pharma Handling Centre (VPHC) is subject to strict GDP requirements and temperature-controlled logistics

  • Access is restricted exclusively to specially authorised and trained staff

The following applies:

  • Access is permitted only to those who have completed VPHC-specific safety and hygiene training 

  • Only VPHC-certified transport equipment and vehicles may be used 

  • Driving onto the VPHC premises with vehicles not intended for this purpose is strictly prohibited 

  • The transport of general cargo within the VPHC is prohibited 

  • Temperature-controlled areas must be entered and closed quickly – the time doors and gates remain open must be kept to a minimum.

  • The detailed requirements are set out in the VPHC House Rules and the work and hygiene instructions displayed there

12. Special area: Dangerous goods store

The dangerous goods store is subject to specific requirements in accordance with ADR, IATA-DGR and internal safety regulations.

Access:

  • Only for persons with hazardous goods access authorisation (DGR training level appropriate to the role) 

  • Visitors or untrained staff are generally not permitted access – exceptions apply to guided groups and staff from public authorities

Means of transport:

  • Only means of transport approved for dangerous goods may be used 

  • The use of general-purpose tow trucks or forklift trucks is strictly prohibited 

Further requirements:

  • Dangerous goods must only be stored in designated areas 

  • Ignition sources and unauthorised electrical equipment are prohibited 

  • Leaks, damaged packaging or irregularities must be reported immediately and without exception to the dangerous goods safety adviser and the line manager

13. Special area: cold stores / temperature-controlled areas

Cold stores (2–8 °C, 15–25 °C or deep-freeze areas) are used for the storage of temperature-controlled freight.

Access:

  • Only authorised personnel who have received the appropriate training 

  • Visitors or untrained staff are generally not permitted access – exceptions apply to guided groups and employees of public authorities

Means of transport:

  • Only suitable and approved means of transport may be used 

  • Towing vehicles or forklift trucks not intended for this purpose are prohibited 

Special requirements:

  • Doors and gates must be closed immediately after passing through 

  • Time spent on the premises must be kept to the absolute minimum 

  • Any tampering with temperature monitoring devices or data loggers is prohibited

  • Cargo may only be stored in designated areas

14. Breaches

Breaches of instructions or the house rules may result in work- or contract-related measures (e.g. warnings). In serious or repeated cases, Airport Security may be called in and, where appropriate, the cargo authori
